Changes in regulation and in the price and supply of traditional fuels are already impacting major users of those fuels, and that impact is likely to grow over the next several years. Affected businesses face big challenges in WHAT they can do to manage their fuel problem, but it is critically important to not overlook the challenge of HOW to manage those problems.

Opposition from local community and from environmental groups has torpedoed several alternate fuel projects around the world. Businesses that have taken an attitude of "We have the permits so we are going ahead regardless of anyone's concerns" have often ended up in expensive legal battles and receiving unflattering publicity.

3. Establishing a Community Advisory Group that the business convenes as it feels is appropriate to pass on information as the project progresses - a far more personal form of communication that simple press releases, and an opportunity for feedback and dialogue.

4. Providing a quantitative procedure for measuring the net overall environmental impact of the alternate fuel for review by the Community Advisory Group.
